Network latency can be a big part of your download time, use CSS sprites so you are only downloading one or two images. Optimise your DNS servers and use the fastest DNS server you can.

As browsers take content from the server in 4 connections try to keep the elements into sets of 4 and better still use a CDN content delivery network to supply images from a local cache to your users.
